Questions and Answers Period
The window during a solicitation when offerors can submit written questions. Answers are issued to all offerors, usually by amendment.

In Section L of an RFP, with a hard deadline.
Do you need it
Use it. Ambiguity you do not resolve before the deadline becomes your risk after award.
